Habitat Regulations Appraisal (HRA)
What is a HRA?
- reasoned and recorded throughout to provide an audit trail of the competent authority’s thinking
- based on and supported by evidence capable of standing up to scientific scrutiny
When can an HRA be undertaken?
An HRA can be undertaken at any point of the year.
As outlined above, the HRA is based on/supported by scientific evidence. Where appropriate scientific data does not exist, formal surveys are likely to be required (for example bird surveys to assess the effects of a project on a Special Area of Conservation (SPA) to allow for a conclusion to be made on whether the project is likely to affect the integrity of the SPA designation).
Time constraints may occur depending on the species/habitats requiring surveys as part of the HRA.

We have particular experience of undertaking this work in relation to Special Protection Area (SPA) designated sites.
